The Inbox for the shared mailbox opens in Outlook. To confirm this, the name of the shared mailbox should appear at the very top of the Outlook window title bar. Choose the mailbox from the Address Book. If you need the user to have partial access to your mailbox , you can specify the access level on the next screen.

The Send As permission is not the same as Send on Behalf of. The messages should appear as if they came directly from the other mailbox.
